Returns boolean TRUE if either source IP or destination IP is same as the
argument. Example : CONNECTION.IPv6.EQ(2001:db8:0:0:1::1)

NE(ipv6_address_ati)
Returns boolesn TRUE is neither source IP nor Destination IP is same as the
argument. Example : CONNECTION.IPv6.NE(2001:db8:0:0:1::1)
